It sounds like the title of a children's book: The wind chimes that didn't chime.
However, in this case it's less poetic, and more of a case of buying something that's not what you thought. I bought these lovely looking bells which I thought were wind chimes.
But they're definitely not wind chimes...

Well, they don't chime.
Unless you shake them real good.
So in a way, they're human chimes ; )
